The automobile safety airbag device comprises a lateral airbag arranged on a seat lateral wing near the automobile door side, wherein the lateral airbag is in an arc shape after expansion unfolding, and comprises a first air chamber extending along the forward and backward directions of the vehicle and a second air chamber extending along the width direction of the vehicle; the firs air chamber and the second air chamber are communicated; the first air chamber is arranged between the seat lateral wing and the automobile door after the expansion unfolding; after the expansion unfolding, the second air chamber and a vehicle instrument desk form a buffer space. The automobile safety airbag device and the vehicle with the automobile safety airbag device provided by the invention have the advantages that through the arrangement of the lateral airbag, small overlapping collision and angle collision canbe effectively dealt; the injury on the head, the neck and the chest of a passenger is reduced.
