The system is characterized by comprising a classification application form module for providing a man-machine interaction interface for an applicant to add, alter, delete and submit classification application forms, an assigning module for providing a man-machine interaction interface for an assigner to assign the submitted classification application forms to specified auditors for auditing, an auditing module for providing a man-machine interaction interface for the auditor to audit the submitted classification application forms. According to the pre-classification integrated system in goods import & export trade, the whole examination and approval process of pre-classification is electronized, so that the paper can be saved and the examination and approval process can be simplified. Once a mistake is made in the examination and approval process, the applicant can alter the mistake online without going to the spot, and therefore, the procedure is simplified and the examination and approval efficiency is improved.
