According to the invention, the global statistics characteristics and the local distribution characteristics of the license plates are integrally adopted, the characteristics are stronger, higher robustness is realized for interference such as color cast and stains of the license plates; in addition, the license plate color is judged based on the Bayes classifier, so that the judging result is more accurate.
