The invention discloses an image character identification and playing method based on an android platform; the method comprises the following steps: preprocessing a selected image, wherein the preprocessing step includes the steps of cutting the image according to character text characteristics so as to only obtain character-containing portion of the image, graying the image, and binarizing the image; carrying out image-to-character identification operation for the preprocessed image, thus obtaining text information containing only characters; carrying out character-audio frequency operation for the text information so as to obtain the corresponding audio frequency information, and finally playing the audio frequency information. The image preprocessing operation comprises the following steps: image cutting, only keeping the character portion content according to the differences between the image character characteristics and other content characteristics; using only one byte to store each pixel point; binarization, setting image pixel point gray value into two types, thus allowing image character information to be more outstanding. The image character identification and playing method can help patients with eye diseases to obtain characters from images, thus bring conveniences for life and learning.
