The method comprises the following steps of judging whether a resource can complete a task within a deadline required by a user or not, and judging whether an allocation budget price submitted by the task is not lower than a difference value between operation and maintenance cost duringresource operation and maintenance cost during idling if the resource can complete the task within the deadline required by the user; according to the auction values distributed to all tasks by the user, the auction values in the user set are ranked from high to low to obtain an auction table; sorting the basic offers proposed by the resources from low to high to obtain an offer table; taking thehighest user auction value in each unit time; taking out the lowest resource value; Judging whether the transaction is successful or not according to the highest user auction value and the lowest resource important value; and adjusting the auction value and the resource main value of the task, and continuously executing the above steps until the task is completely completed.
