The method comprises the steps of measuring signals based on an old network; obtaining a first signal of the new network in a first range, according to the candidate base stations and the map information around the candidate base stations, and acquiring a second signal of the new network in a second range, judging whether the new network on each candidate base station has signal coverage on each grid, and determining a first target base station set, so as to realize thehighest signal coverage rate in the target area by using the minimum number of base stations, thereby realizing the effective utilization of new network resources.
