The method includes steps: dividing diversified messages/cells in network into important messages/cells and general messages/cells; setting up maximal threshold of bandwidth within certain time period for general messages/cells, and setting up minimal threshold of assuring bandwidth within certain time period for important messages/cells; sum of the said maximal threshold of bandwidth and the said minimal threshold of assuring bandwidth is equal to total bandwidth within the certain time period; in the certain time period, if flux of important messages/cells exceeds minimal threshold of assuring bandwidth setup, and actual total flux does not exceed total bandwidth, then important messages/cells and other messages/cells compete for remanent bandwidth. First Arrival message/cell obtains remanent bandwidth. The invention also is suitable to assign buffer memory for different messages or cells. Features are: raised use ratio of bandwidth or buffer, and more flexible assigning method.
