In the invention, as long as an E-DCH service area is changed, no matter UE can receive a system information block SIB7 or not, the default dynamic continuous level N is used for accessing E-RUCCH. The invention solves the problem that in the prior art, when the E-DCH of the UE is configured at a main carrier, even the UE can acquire the dynamic continuous level N from the SIB7, which N value in an N value list in the SIB7 needs to be used still can not be determined. Thus, the UE can determine the dynamic continuous level which needs to be used when the E-DCH service area is changed, thereby realizing the normal access of the E-RUCCH.
