A method and apparatus for handover of a mobile station (110) from a source base station (120) to a target base station (130). A connection can be established with a mobile station. A measurement report can be received from the mobile station. The source base station can determine the mobile station should perform a handover from the source base station to a target base station. A random access channel preamble can be generated at the source base station in response to determining the mobile station should perform a handover. The random access channel preamble can include a temporary mobile equipment identifier for the mobile station. The random access channel preamble can be sent to the mobile station. The connection with the mobile station can be switched from the source base station to the target base station.
