The system comprises an Internet network, and a monitoring video push end, a Web server, an RTMP server and an M3U8 server which are connected with the Internet network respectively, wherein the monitoring video push end is used for converting acquired field video information into an FLV (Flash Video) stream format in real time, and uploading the field video information into the RTMP server through the Internet network; the RTMP server is used for receiving and saving FLV stream format data, performing Ts slicing process on the FLV stream data, converting the spliced FLV stream format data into Ts video splicing data of M3U8, and saving the Ts video splicing data in the M3U8 server. The invention further provides an RTMP-to-M3U8 video slicing method. By adopting the RTMP-to-M3U8 video slicing system and method, mobile terminals of iOS and Android systems can browser, store and call monitoring video data stored on networks simultaneously.
