Abstract

The invention provides a communication method and device which are used for solving the problem that switching from a 5G network to a 4G network fails. The method comprises that when a terminal device is switched from a first communication network to a second communication network, a first mobility management network element receives context information sent by a second mobility management network element, the first mobility management network element belonging to the second communication network, and the second mobility management network element belonging to the first communication network; and when the first mobility management network element determines that the context information does not include the session context of the terminal device, the first mobility management network element sends a first indication to the terminal device, the first indication being used for instructing the terminal device to initiate a public data network (PDN) connection process.
