The testing device comprises a base and a rock fixing device; the rock fixing device is fixed on the base; a thin film pressure sensor and a vibration sensor are arranged in the rock fixing device; a water deflector is arranged at the upper end of the rock fixing device; the water deflector is connected with a water supply device through a water pipe; both the thin film pressure sensor and the vibration sensor are electrically connected with a dynamic data collector; and the dynamic data collector is electrically connected with a computer. The testing method using the device comprises the steps S1-S6. Through the testing device and the testing method,the property and the structure of the crack-containing rock can be judged, and the probability that the crack-containing rock causes a geological disaster can be known; and the meso-structure and themechanical change process of a rock sample in the water-rock interaction process of the rock can be judged by quantitatively observing the stress strain and the micro-seismic change of the rock sample, and the deterioration process of the crack-containing rock under the water-rock interaction is visualized.
