The invention discloses a novel high-birefringence polarization maintaining optical fiber capable of maintaining random polarization and a manufacturing method thereof. The optical fiber is provided with a fast axis and a slow axis, as well as a fast axis-slow axis 0-degree butted transitional surface, wherein the optical fiber is divided into optical fiber sections by the transitional surface; the length of each optical fiber section is less than the reciprocal value of the gradient of a spatial temperature field in which the optical fiber section is positioned along the light propagation direction of the optical fiber and is simultaneously within the length range of the reciprocal value of temperature gradient of the optical fiber; and difference between the length sum of the optical fibers with odd serial numbers and the length sum of the optical fibers with even serial numbers ensures that the optical path difference between two axial components of light is less than the coherence length. The optical fiber can be obtained by changing the position of a stress application region in an optical fiber drawing process, and can also be manufactured by bisecting an existing high-birefringence polarization maintaining optical fiber and then performing fusion splicing on the optical fiber sections by adopting fast axis-slow axis butt joint. The polarization maintaining optical fiber disclosed by the invention can be used for maintaining the polarization in a random polarization state, and can realize a communication channel for Robus polarization maintaining by virtue of auxiliary equipment.
