A user measures a time deviation between a satelliteand the crystal oscillator of the user and takes as the deviation 1. At the same time, a national time service center base station measures a time deviation between the satellite and UTC (NTSC) and takes as the deviation 2. The user transmits the deviation 1 to the base station every set time period, and the base station compares the deviation 1 and the deviation 2 in the same time period, and obtains the time deviation of the user relative to the UTC (NTSC), and the time deviation is taken as the deviation 3. The base station transmits the deviation 3 to the user, and the user obtains time deviation data for adjusting and controlling the crystal oscillator. In the invention, the time deviation data is used to control the crystal oscillator so as to realize a time reproduction signal so that user reproduction time is synchronous with universal time maintained by a national time service center, and simultaneously user cost is saved.
