A method for implementing a stall avoidance mechanism during uplink transmission of data blocks from transmitter to a receiver includes first determining a missing data block in response to a successful receipt of a received data block at the receiver. Once the missing data block is determined, the receiver requests retransmission of the missing data block. The receiver starts a timer when the request for retransmission is made such that the timer has a time value based on the number of reception attempts of the received data block made by the receiver.

The invention provides a resource configuration method, a terminal and a network device, and solves the problem that a clear method for configuring semi-persistent resources does not exist yet when aplurality of different beams or transmission points are adopted to transmit and receive data to UE. The resource configuration method provided by the embodiment of the invention comprises the following steps: acquiring resource configuration information of semi-persistent resources, wherein the resource configuration information comprises identification information of a plurality of transmission carriers and resource allocation information corresponding to the identification information of each transmission carrier; and determining at least one of available resource position information of thetransmission carrier in each resource period and a hybrid automatic repeat request (HARQ) process number available in each resource period according to the resource configuration information of the semi-persistent resources. According to the invention, different semi-persistent resources are configured on different uplink transmission carriers and/or downlink transmission carriers, the utilization rate of the semi-persistent resources under multiple transmission carriers is improved, and meanwhile, the time delay generated by scheduling during data transmission is reduced.
