The vehicle information update mark bits are used for determining whether comparison data of the current time and previous time in vehicle information is updated or not and marking the updated data; dynamic data is vehicle information with update changes. By virtue of adopting a method of designing a solid data format and a dynamic data format and setting data mark bits, complete data can be obtained with minimal data expenses, and the IOV data transmission cost is greatly lowered.
