The invention discloses a photography measurement method for scene of a traffic accident based on a multi-activity control system. The method comprises the following steps: designing a semi-cone activity control system with a smaller upper part and larger lower part; (2) arranging a plurality of (m) activity control systems on the scene of the traffic accident, and photographing digital pictures from various angles; (3) respectively calculating the m activity control systems in the pictures, thus obtaining straight linear conversion parameters, distortion coefficients and inner and outer orientation elements corresponding to the m activity control systems; (4) wholly calculating the m activity control systems in the pictures, thus respectively obtaining m straight linear conversion parameters, the agreed inner orientation elements and the distortion coefficients; and (5) selecting two pictures to form a three-dimensional pixel pair, selecting the same activity control systems, and calculating the three-dimensional coordinates of target points.
