The diamond cutting and grinding tool is good in heat dissipation performance so that the heating deformation and burning of cutting bits and grinding bits can be prevented or reduced; and the tool has good cutting and grinding functions, crack and fracture of the diamond tool bits can be prevented even in the condition that no cooling liquid is provided and high-speed cutting and grinding are carried out.
