The water-saving environment-friendly fog-dissipation-type cooling tower comprises a tower body, a water distribution system mounted at the bottom in the tower body, an operation mode switching system mounted above the water distribution system and a heat exchange device mounted above the operation mode switching system; a heat exchange device comprises a plurality of heat exchange groups which are horizontally arranged, and the heat exchange groups communicate with theexterior of the tower body in openable and closable manners; during conventional operation, the heat exchange groups stop communicating with the exterior of the tower body, and the operation mode switching system can completely discharge saturated humid and hot air into the heat exchange groups; and during fog-dissipation operation, the heat exchange groups start to communicate with the exteriorof the tower body, a switching mechanism can prevent part of the saturated humid and hot air from entering the heat exchange groups, and the saturated humid and hot air exchanges heat with unsaturateddry and cold air entering the heat exchange groups from the exterior of the tower body in the heat exchange device.
