The invention relates to a method for recycling waste gas generated by combusting water or water vapor and hydrogen. After the waste gas generated by combusting the hydrogen and the water or water vapor in a gas-engine or internal-combustion engine is collected, the temperature of the waste gas is reduced to below 30DEG C through a heat exchanger, so that the water and the hydrogen are separated; the separated hydrogen is pressurized and introduced into the gas-engine or the internal-combustion engine, and simultaneously water or water vapor and supplementary hydrogen are introduced into the gas-engine or the internal-combustion engine so as to form mixed fuel; after waste gas generated by combusting the mixed fuel is collected again, the temperature of the waste gas is reduced to below 30DEG C through the heat exchanger; the separated hydrogen is pressurized again and is introduced into the gas-engine or the internal-combustion engine, and water or water vapor and supplementary hydrogen are introduced into the gas-engine or the internal-combustion engine so as to form mixed fuel; the waste gas is recycled continuously; meanwhile, the gas-engine or internal-combustion engine drives a generator to generate electricity, and by utilizing the generated electricity, the water is prepared into hydrogen and oxygen by the technology of producing hydrogen by water electrolysis. The method can recycle the waste gas generated by combusting the hydrogen, and circularly combusts and recycles the waste gas.
