The invention provides a thermal runaway control system for a lithium ion battery pack of a new energy automobile, and the battery pack. The control system comprises a water pump, a water tank and at least two groups of battery packs; each battery pack is matched with a three-way valve which is controlled and gated by a BMS; each battery pack liquid cooling plate is provided with a discharging valve which also can be controlled to be opened by the BMS; and a floating pipeline, which can be lowered along with a liquid surface and is connected with inlet water and outlet water of the water tank, is arranged in the water tank. By means of controlling the flow of the water pump and the flowing direction of an anti-freezing solution, the battery pack in thermal runaway can be full by the anti-freezing solution within 10s; when battery pack thermal runaway occurs in certain several packs, the liquid cooling plate valve in the battery pack in thermal runaway is controlled to be opened, and meanwhile, the three-way valves of other packs are controlled to be connected with the water tank; and therefore, spreading of heat to other battery packs can be blocked by means of controlling the thermal runway of a single battery pack or a few battery packs.
