The method comprises steps as follows: 1, hydrothermal siderite is crushed into particles with particle size smaller than or equal to 0.9 mm, blind coal is crushed into particles with particle size smaller than or equal to 5 mm, and the particles are sufficiently mixed to form mixed raw material powder; 2, the mixed raw material powder enters the rotary kiln from the tail section of the rotary kiln, burning gas generated by a gas generator enters the rotary kiln from the front section of the rotary kiln, a coal powder injection device injects coal powder from the front section of the rotary kiln, the mixed raw material powder in the rotary kiln is roasted at the roasting temperature ranging from 650 DEG C to 1,100 DEG C for 30 min, and tail gas is discharged out of the rotary kiln from an exhaust passage at the tail section of the rotary kiln; and 3, iron ore powder roasted in the rotary kiln is discharged to a cooling pond from the front section of the rotary kiln for water quenching, so that the finished product of the iron ore powder is obtained. Compared with the prior art, the grade of the iron ore powder roasted with the reduction roasting method of siderite in the rotary kiln is stable.
